Cindy Gibbons

Cynthia (also known as Cindy) is a current member of the Zoning Board of Appeals and previously served as the Board’s Chair. She gained experience in town government when she lived in Prospect, serving as Chair of the Town Council, and separately, as a member of the Board of Assessment Appeals. Cynthia was born and raised in Woodbridge and educated in the Woodbridge and Amity School Systems. She received both a Bachelor of Science in Accounting and MBA with Healthcare Administration from Quinnipiac University. For over thirty years she has worked in post acute healthcare finance and business operations. Currently she serves as Director of Business Operations for Post Acute Services with Yale New Haven Health System. She is a Certified Home Care and Hospice Executive.

 

Cynthia is committed to fairness, expert at navigating regulations, and dedicated to serving her home town. It would be her honor to be elected for another term on the Zoning Board of Appeals.

                 Illya Mowerman

Illya has lived in Woodbridge for 16 years and is a small business owner. Having built five houses in town he is well versed in our zoning laws. Currently he is working on building a synagogue for Chabad of Wallingford, while teaching Business Analytics at Fairfield University. His earlier career focused on data analytics, travelling the world as a
Healthcare Analytics Lead at McKinsey & Company improving countries’ healthcare systems.  

 

Now that both of Illya’s children have graduated from Amity High School, he would like to do more to give back to our community.   Illya is already a volunteer firefighter, helping to keep our town safe.  He would be honored to apply his professional expertise as a member of the Zoning Board of Appeals.

                 Nick Zito

Nick and his wife take pride in stewarding their restored historic home in Woodbridge—the Thomas Bevins House—and have been cultivating their land at Sperry Falls Farm since 2019. Nick and his family are active members of the Woodbridge community. His two daughters attend Beecher Road School and Amity Middle School in Bethany, and since 2025, he has served as an alternate member of the Zoning Board of Appeals.

 

A graduate of UConn with a degree in Natural Resource Management, Nick serves as the Program Specialist for Regulatory Compliance and Economic Development within the Forestry Division of the CT Department of Energy and Environmental Protection. In this role, he also represents the State as an expert witness in public land encroachment cases for the Office of the Attorney General. Nick would be honored to apply his professional skills in continued service to our town as a member of the Zoning Board of Appeals.
